The Yugoslav national Liberation Army’s Headquarters imposed its own conditions for the exchange of prisoner of war: for each German officer of petty officer, two, and for each private one member of a partisan unit or a hostage from a prison or concentration camp. The German Regional Command was obliged to accept this since in its skirmishes with the partisans more and more soldiers and officers were being killed or went missing. Thus an exchange was arranged to take place on Maiden Bridge.
