A serious car crash in Hong Kong sparks a war between the local police and international criminal organisations. Moles are suspected in the police force leaving people clueless about who is good or evil.

Superintendent Yip (Ng) and Inspector Ching (Cheung) from the Criminal Intelligence Bureau have arrested a female hacker involved in a serious car crash. However, the two officers are under suspicion from Superintendent Cheung (Koo) who requests that the pair are forbidden to take part in the investigation. Meanwhile, vital clues lead the police to Myanmar and Spain but it soon becomes apparent there may be moles in the force and the investigation is fast going astray.
