Japan’s economy has crashed leading to the creation of a large underground labour camp. Consummate gambler Kaiji Ito is induced by his former boss to take part in a game of luck and a chance to get rich overnight.

Japan has just finished playing host to the 2020 Olympic Games. Suddenly the economy spirals downwards at breakneck speed, inflation soars, public safety crumbles and the country’s economy is transformed into one large underground labour camp. Gambler Kaiji (Fujiwara) is struggling and is gradually filling with rage. He then discovers that his former boss, Otsuki (Suzuki Matsuo), who made a name for himself through an illegal gambling ring, has now risen to be president of a powerful conglomerate. Otsuki induces Kaiji to take part in the “Tower of Babel”, a game of luck invented as a diversion for cash-flush tycoons who give hope to the weak and destitute with a chance to get rich overnight. It appears the wheels of fortune have started to turn again for born gambler Kaiji.
