One day during summer vacation, a palm-sized alien named Papi (Park) appears from a small rocket that Nobita (Ohara) finds. Papi is the president of Pirika, a small planet in outer space, and it has come to Earth to escape rebels. Doraemon (Mizuta) and his friends are puzzled by Papi's small stature but as they play together, they become buddies. But then, a whale-shaped spaceship arrives and its alien crew capture Papi, leaving Doraemon and his chums no choice but to attempt to save their new friend.
